Mr. Culligan is a native of the San Francisco Bay Area and grew up in Concord, CA. He received his undergraduate degree in Political Science from California State University - Hayward. While in law school, Mr. Culligan worked as a law clerk at McNamara, Dodge, Ney, Beatty, Slattery, Phalzer, Borges & Brothers in Walnut Creek, CA. He also worked as a law clerk for the Contra Costa County Public Defender's Office.

After being admitted to the California State Bar, Mr. Culligan worked as a solo practitioner with the focus of his practice being family law, estate planning, probate, and conservatorships. He also represented small business owners with business litigation and land use matters.

As an associate with the Mullin Law Firm, Mr. Culligan represents clients in matters involving elder abuse, probate, conservatorships, Medi-Cal planning, estate planning, and inheritance litigation.

Mr. Culligan is an active member of the Contra Costa County Bar Association - Estate Planning section, and the Solano County Bar Association.
